Carlos Martins was born in Lisbon in 1956.
His first degree was in Civil Engineering and this was followed by a Master's degree in Regional and Urban Planning, both from Lisbon Technical University. He also has a postgraduate qualification in Water and Waste Law from the University of Lisbon. He holds a PhD in Public Administration from the same university.
He is a Specialist Professor of Sanitation Engineering at the Polytechnic Institute of Lisbon.
From 2012 to 2015, he was Executive Chairman of the Board of Directors of Águas do Algarve (Algarve Water Board) and UNAPD manager for the Águas de Portugal (AdP) Group.
Between 2009 and 2012 he was a director of Empresa Geral de Fomento (EGF), SA, Chairman of the Board of Directors of Amarsul, SA, and Chairman of the Board of Directors of ACE EGF Dourogás.
From 2007 to 2009, he was Chairman of the Executive Committee at Simtejo, SA and he was Vice-Chairman of the Waste Institute at the Ministry of the Environment between 1998 and 2002.
He was Chairman of the Portuguese Association of Water Distribution and Drainage Bodies (APDA) from 2003 to 2009.
He was chairman of the European Union National Association of Water Suppliers and Waste Water Services (EurEau) in Brussels - 2005/2006.
